Green Blog: Babbitt Exhorts Obama to Protect Public Lands

Bruce Babbitt, the interior secretary in the Clinton administration and a former governor of Arizona, made one of his periodic forays out of the political wilderness on Tuesday to criticize the Obama administration for favoring oil and gas development over conservation on public lands.

Mr. Babbitt, 74, whose modest demeanor masked the sharpness of his critique of a fellow Democrat, said in a speech at the National Press Club that Mr. Obama was falling behind many of his predecessors in setting aside lands for wilderness while making vast tracts available for drilling.

He noted that President George H.W. Bush and President Bill Clinton protected roughly one acre of public land for every acre made available for hydrocarbon development. Under President George W. Bush, Mr. Babbitt said, industry claimed 7.5 acres for every acre set aside for public use ? although that figure does not include the 200 million acres of marine reserve near Hawaii that Mr. Bush decided to protect at the end of his presidency, which would have given him a better ratio than any of his predecessors.

?So far under President Obama, industry has been winning the race as it obtains more and more land for oil and gas,? Mr. Babbitt said. ?Over the past four years, the industry has leased more than six million acres, compared with only 2.6 million acres permanently protected.?

?This lopsided public land administration in favor of the oil and gas industry cannot continue,? he said.

Mr. Obama has pursued an on-again, off-again approach to onshore and offshore oil and gas leasing. Early in his presidency, he proposed a major expansion of drilling rights, then pulled back after the Gulf of Mexico oil spill in 2010. He approved oil exploration off the North Slope of Alaska, but industry has complained about the slow pace of leasing on Western lands.

Mitt Romney, the Republican presidential nominee in 2012, frequently chided Mr. Obama for his supposed hostility to oil and gas development on public lands.

Responding to Mr. Babbitt?s speech, Jessica Kershaw, an Interior Department spokeswoman, said: ?As Mr. Babbitt noted, the administration has charted an impressive course for conservation, including launching landmark conservation policies and making? unprecedented investments to protect and restore vital lands and waters that support local economies, and we look forward to building on these historic achievements.?

?Our guiding principle from the beginning has been a balanced approach to achieving an all-of-the-above energy strategy while also taking important steps to preserve our treasured landscapes, like the Grand Canyon and the Everglades and partnering with local stakeholders to support their conservation priorities,? she said.

Mr. Babbitt, who has spent his years out of government practicing law, writing and speaking for conservation, proposed that Mr. Obama should right the imbalance by permanently setting aside four million acres of public lands and then maintaining a one-to-one ratio of preserved land to land leased for oil and gas development.

?If the president?s annual goals for land conservation are not met, he should suspend quarterly lease sales until they are,? Mr. Babbitt said. ?The threat of lease suspension will provide a strong incentive for the Congress, and industry lobbyists, to act upon pending conservation legislation.?

He acknowledged that it would not be easy with a hostile Congress and an aggressive and well-financed petroleum industry working against the president. He said Mr. Obama should make extensive use of his executive powers, including invocation of the Antiquities Act, to protect scenic and wilderness areas. He also said there was broad public support for conservation and? 30 bills pending in Congress at the end of 2012 to protect five million acres at specific sites in 13 states from Oregon to Maine.

Representative Rob Bishop, Republican of Utah, chairman of the public lands subcommittee of the House Natural Resources Committee, said a significant majority of public lands was already off-limits to commercial development.

He sharply criticized Mr. Babbitt for the designation of the Grand Staircase Escalante National Monument in Utah at the end of the Clinton administration.

?This locked up the nation?s largest proven coal deposit,? Mr. Bishop said in a statement. ?Suggesting that the president hurry up and use the Antiquities Act to unilaterally establish new land designations clearly illustrates that Secretary Babbitt?s agenda is purely political and has little to do with the vitality of states and communities.?

He said the president should ignore Mr. Babbitt?s advice, which he called ?an arbitrary formula concocted by a former presidential cabinet member turned liberal activist.?

This is not the first time Mr. Babbitt has jabbed a thorn in Mr. Obama?s side. Two years ago, he blasted the president for failing to confront Congressional Republicans who advocated more mining, logging and drilling on public lands. He blamed political calculations by ?munchkins? in the White House for what he deemed cowardice on conservation issues.

Many presidents, including Mr. Clinton and the second Mr. Bush, wait until late in their terms to use executive powers to set aside land for preservation.

Surface Pro: Clunky, chunky, but Microsoft's best hope

Microsoft's Surface proposition sounded at first a little like a car that could rip out tree stumps and still get 50 miles to the gallon. But when you got to the dealership, the salesman would show you the car that could rip out tree stumps and the car that got 50 miles to the gallon. In other words, it's not one car, but two.

We knew this about Surface early on, though. We knew there would be a tablet that ran a lightweight version of Windows called RT, and another that ran full-blown Windows. It was assumed, correctly, that the former would have long battery life and compete in price with the iPad, and that the latter would be more competitive with PCs ? and have similarly shorter battery lifespan because of the added horsepower.

When I tried out the Surface RT, which launched last fall, I appreciated its form and its battery life, but I had profound problems with the software: Every time I got comfortable in the loud, colorful Windows 8 environ, I would fall into a rabbit hole of classic Windows. To make things worse, once in classic Windows (aka "Desktop"), you couldn't install your favorite classic Windows software, and fully customize it the way you'd expect on a PC. The Surface RT fell woefully short of the initial proposition, that it would be a device that could double as both an iPad and a real live PC.

The proving ground for us on the Surface Pro was the gaming. NBC News games editor Todd Kenreck and I loaded it up with real PC games, including "League of Legends" and "Star Wars: The Old Republic." We even used the Mini DisplayPort jack to connect the 10.6-in. device to my 23-inch Dell monitor, and got 1080p resolution on the bigger screen.

I am happy to report that the Surface Pro goes a lot further to living up to the claim. Its battery life is not "all day" like the RT, but it won't die on you if you forget to plug it in overnight. I have read books in bed, played realtime strategy games, streamed video and music, and even installed our publishing software. This single device is a true multi-modal Swiss Army kind of a tablet that does a more reasonable impression of both a laptop and a tablet than anything else I've played with to date.

The Surface Pro makes you think of tablets in a whole different way. Because of the high-resolution monitor connection and the USB 3.0 interface, you can plug in your stuff and use it like a desktop. And with the included Wacom-powered smart pen, you can even use the tablet as a drawing and navigation surface ? using a real full-blown version of Photoshop. (If you don't want to spend that kind of money, there are a handful of lesser drawing and photo apps, including the neat ? totally free ? FreshPaint.)

Though we saw some lag during a space battle in "Star Wars," and though the accelerometer controls weren't engaged in the jet-ski racer "Riptide," we were impressed with what we saw, especially in a small tablet package. Todd felt that a smart gamer could figure out how to take his or her favorite games on the go, without having to wait for developers to release some adapted version. Yes, the idea of covertly MMOing while at work did cross our minds, and put smiles on our faces.

The Surface RT is no match for an iPad at this time, but the Surface Pro is the first time I've seen anything that could technically be a match for both an iPad and a MacBook Air (or PC ultrabook). That said, I am not going to tell you to rush out and buy it. This is Version 1.0, and it could benefit from a little evolution, in both hardware and software.

Battery life is not a huge concern, because if you buy this, you're comparing it to Windows PCs, not lighter, cheaper tablets. (That said, the iPad and the Surface RT deliver about twice the battery life.) But the bigger battery and laptop-like guts of the Surface Pro means that it's far from lithe, and at nearly 2 pounds, the Surface Pro weighs down on your chest when you read or watch video in bed.

And while this chunkier Surface retains its elegant built-in kickstand, there's still no way to truly go "lap top" on this thing. Typing with the keyboard cover in bed can be a pain, and the Surface Pro is just too big to hold up while typing with thumbs.

Cost is another concern: Because the Surface Pro comes with about 35 gigabytes of software already built in, you'd be foolish NOT to select only the $999 128GB version (which had roughly 90GB remaining when I opened it), not the $899 64GB version, which only gives you around 30GB. (An earlier report made it sound even worse; it was not inaccurate, but Microsoft improved the storage situation for product launch.)

In addition, to experience it fully, you need to buy the $130 Type Cover keyboard add-on (or, if you prefer, one of the not-as-effective $120 Touch Covers), and maybe a Bluetooth mouse like Microsoft's neat $70 Wedge Touch Mouse. Total bill for all that? About $1,200 before sales tax.

For that kind of money, you are, in the end, committing to a compromise, albeit the best one we've seen to date.

Obama asks lawmakers for short-term sequester fix

WASHINGTON (AP) -- President Barack Obama is asking Congress to come up with tens of billions of dollars in short-term spending cuts and tax revenue to delay automatic spending cuts scheduled to kick in March 1.

Obama said Tuesday he still believes the nation should move forward with a broad package for tax reform and spending cuts. But he says if Congress can't act before the March 1 deadline, lawmakers should at least pass a smaller package to stave off the damaging effects of the across-the-board cuts.

Obama says the proposals he offered House Speaker John Boehner late last year during discussions over the so-called fiscal cliff are still on the table.

Obama isn't placing a time span or a dollar amount on the short-term plan. Officials say he will leave that to Congress.

Into the quantum Internet at the speed of light

Feb. 4, 2013 ? Not only do optical fibers transmit information every day around the world at the speed of light, but they can also be harnessed for the transport of quantum information. In the current issue of Nature Photonics, a research team of Innsbruck physicists led by Rainer Blatt and Tracy Northup report how they have directly transferred the quantum information stored in an atom onto a particle of light. Such information could then be sent over optical fiber to a distant atom.

Thanks to the strange laws of quantum mechanics, quantum computers would be able to carry out certain computational tasks much faster than conventional computers. Among the most promising technologies for the construction of a quantum computer are systems of single atoms, confined in so-called ion traps and manipulated with lasers. In the laboratory, these systems have already been used to test key building blocks of a future quantum computer. "Currently, we can carry out successful quantum computations with atoms," explain Andreas Stute and Bernardo Casabone, both PhD students at the University of Innsbruck's Institute for Experimental Physics. "But we are still missing viable interfaces with which quantum information can be transferred over optical channels from one computer to another."

What makes the construction of these interfaces especially challenging is that the laws of quantum mechanics don't allow quantum information to be simply copied. Instead, a future quantum internet -- that is, a network of quantum computers linked by optical channels -- would have to transfer quantum information onto individual particles of light, known as photons. These photons would then be transported over an optical-fiber link to a distant computing site. Now, for the first time, quantum information has been directly transferred from an atom in an ion trap onto a single photon. The work is reported in the current issue of Nature Photonics by a research team led by Tracy Northup and Rainer Blatt.

Quantum networkers

The University of Innsbruck physicists first trap a single calcium ion in an ion trap and position it between two highly reflective mirrors. "We use a laser to write the desired quantum information onto the electronic states of the atom," explains Stute. "The atom is then excited with a second laser, and as a result, it emits a photon. At this moment, we write the atom's quantum information onto the polarization state of the photon, thus mapping it onto the light particle." The photon is stored between the mirrors until it eventually flies out through one mirror, which is less reflective than the other. "The two mirrors steer the photon in a specific direction, effectively guiding it into an optical fiber," says Casabone. The quantum information stored in the photon could thus be conveyed over the optical fiber to a distant quantum computer, where the same technique could be applied in reverse to write it back onto an atom.

Pushing boundaries of virtual reality

Feb. 5, 2013 ? UT Dallas researchers are extending the borders of virtual reality, going beyond virtual spaces in which people can see and hear each other to an environment that adds the sense of touch.

The technology would make it possible for physical therapists, for example, to work with patients in other locations. When a patient pushes down on a device, a doctor's device in another location would also move down with the same force, as if the patient were physically pressing the doctor's hand.

Professors in the Erik Jonsson School of Engineering and Computer Science are creating a multimedia system that uses multiple 3-D cameras to create avatars of humans in two different places, and then puts them in the same virtual space where they can interact.

In traditional telemedicine, a doctor and patient both appear on the same screen and are able to talk, but they are not in the same physical space.

"With in-home rehabilitation, doctors ask a patient if he or she has done their exercises, but the patient may not be doing them correctly," said Dr. Balakrishnan "Prabha" Prabhakaran, professor of computer science at UT Dallas and a principal investigator of a $2.4 million project funded by the National Science Foundation to create the system.

"It is one thing for a patient to say he or she did their exercises, but it is another to watch them in action, feel the force exerted, be able to correct them on the spot and get immediate response."

With large amounts of data, such as tracking images or movement, there could be significant lag time or delays in transmission. The grant funds creation of the algorithms and software needed to transmit the data through the internet in real time. There are four major areas of this system under research by experts in the Jonsson School.

Haptic Devices

Haptic devices are pieces of equipment with resistance motors that apply force, vibration or motion to the user to provide feedback. For example, touching a virtual stone with a haptic device would feel hard, while touching a virtual sponge would provide less feedback and feel more pliable.

If both doctor and patient have haptic devices in his or her physical environment, the applied force can be sent to the other person. A doctor could feel the strength of a patient's muscle, for example.

"Each device sends lots of data and combining that information in real time is a big challenge," Prabhakaran said.

Prabhakaran has expertise in multimedia systems and using haptic devices in real time.

Teleoperation and Control

Anyone who has used a service such as Skype has likely experienced a delay in communication -- suddenly words get lost or are slow to transmit. A similar effect could happen with haptic devices.

"We absolutely do not want instability," Prabhakaran said.

Dr. Mark W. Spong, dean of the Jonsson School and holder of the Lars Magnus Ericsson Chair in Electrical Engineering and the Excellence in Education Chair, is a leading researcher in control and teleoperation -- operating of machines at a distance. He is developing techniques to eliminate instability in communicating the data from the haptic devices over the network.

3-D Data Compression

To minimize the amount of data that needs to be exchanged, sophisticated algorithms need to be created. That's where Dr. Xiaohu Guo, associate professor of computer science at UT Dallas and a project co-principal investigator, comes in. He's an expert in computer graphics, animation and modeling.

Guo is refining techniques to not only allow the data between haptic devices to be transmitted over the network more efficiently, but also creating 3-D visual images of original movements in real time.

"We do not only want the person to be moving the device, we want them to have a visual feel of what the movement is causing," Prabhakaran said.

Guo has had success transforming large amounts of data using what is known as spectral transformation techniques. These techniques rely on manifold harmonics to first transform 3-D images into points that represent the surface of an object. The data is then compressed into a smaller form that can be sent faster over networks.

Body Sensors

People using this platform would use body sensors similar to those installed in smartphones that can tell whether the user is looking at the device in portrait or landscape views.

"If we put body sensors on the patients, then his or her movements can be tracked with high accuracy," Prabhakaran said. "The advantage of the sensor is the data that is generated is only a few bytes large, so it is easily transmitted over the network.

"You need a 3-D model to provide visual perspective, but if you are dealing with a lousy network and can not have consistent visual perspective, the body sensors could provide that information."

Dr. Roozbeh Jafari, assistant professor of electrical engineering at UT Dallas and a co-principal investigator of the project, is an expert in cyber-physical systems. He has built wearable computers for monitoring different aspects of human health, behavior and thought, and is developing sensors for this project.

Researchers at the University of California, Berkeley and the University of Illinois at Urbana-Champaign are working on other aspects of the system, such as refining the overall user experience and coordination of the cameras used to visually capture the movements and interactions. Rehabilitation specialists at the Dallas VA Medical Center will test the system on patients.

While the main goal of the research, which is about halfway complete, is telemedicine, other applications include dance instruction or any type of education in which people need to be in the same space, Prabhakaran said.

Survivors: Bus weaved in traffic for 3 mins before crash

Several people were killed and dozens more injured on Sunday when a tour bus collided with a truck and a second vehicle on a mountain road east of Los Angeles.

In the aftermath of the tour bus collision near Los Angeles that left at least eight people dead and another 38 injured, investigators and witnesses were still piecing together the grim details on Monday.

The collision, which occurred at about 6:30 p.m. PST Sunday on Highway 38 near Mentone, Calif., about 80 miles east of Los Angeles, involved the tour bus carrying 39 passengers, a truck and a sedan, officers with the California Highway Patrol said.

?It happened so fast, I don?t know how it all happened,? one passenger told the San Bernadino Sun. ?This was supposed to be a good day out with my companions and then this happened.?

A victim?s family member identified many of the passengers from Tijuana, Mexico, who were returning from a skiing and snowboarding trip at the Big Bear Mountain Resort when the bus began swerving.

Surviving passengers aboard the bus said they heard noises they thought were the breaks and smelled something burning and then watched in horror as the bus weaved in and out of traffic for up to three minutes, trying to avoid cars, NBCLosAngeles.com reported.

?I saw a headlight in my rear-view mirror,? Betty Harvey, a witness, told NBCLosAngeles.com. ?I moved over and he went flying past. He was swerving all the way down.?

The bus hit a car, then flipped, flinging some passengers 20 feet away from the bus. There was significant damage to the passenger's side of the bus, Ronald Walls, a battalion chief at the San Bernardino County Fire Department, said.

Passengers said the bus driver was stuck under a rock, before he was rescued. CHP Officer Mario Lopez said the driver told investigators the bus suffered brake problems as it headed down the mountain.

Firefighters worked to extricate people from the bus and emergency crews set up triage areas in a "mass casualty" situation, Eric Sherwin, with the San Bernardino County Fire Department told NBCLosAngeles.com

California Department of Transportation spokeswoman Michelle Profant said the scene after the crash was shocking.?

"It's really a mess up there with body parts," Profant told The Associated Press.?

Terri Kasinga of the California Department of Transportation described the crash as the worst she's seen in 23 years working for the agency, NBCLosAngeles.com reported.

CHP officials said there was concern the death toll could rise because some passengers sustained life-threatening injuries. Exact ages of the injured and dead were not immediately known.

The CHP was still on the scene Monday, attempting to determine what led to the deadly crash.

?Speed was probably a factor,? CHP Officer Mario Lopez told NBCLosAngeles.com. ?We do not know if there was a mechanical failure or driver error. That?s what investigators at the scene are going to determine.?

Lopez said the bus is owned by Scapadas Magicas LLC, which is based in National City, Calif., and is also listed in Tijuana, Mexico.

The National Transportation Safety Board said Monday they sent a team to investigate the crash.
