Key shift in brain that creates drive to overeat identified

Apr. 29, 2013 ? A team of American and Italian neuroscientists has identified a cellular change in the brain that accompanies obesity. The findings could explain the body's tendency to maintain undesirable weight levels, rather than an ideal weight, and identify possible targets for pharmacological efforts to address obesity.

The findings, published in the Proceedings of the National Academy of Sciences Early Edition this week, identify a switch that occurs in neurons within the hypothalamus. The switch involves receptors that trigger or inhibit the release of the orexin A peptide, which stimulates the appetite, among other behaviors. In normal-weight mice, activation of this receptor decreases orexin A release. In obese mice, activation of this receptor stimulates orexin A release.

"The striking finding is that you have a massive shift of receptors from one set of nerve endings impinging on these neurons to another set," said Ken Mackie, professor in the Department of Psychological and Brain Sciences in the College of Arts and Sciences at IU Bloomington. "Before, activating this receptor inhibited the secretion of orexin; now it promotes it. This identifies potential targets where an intervention could influence obesity."

The work is part of a longstanding collaboration between Mackie's team at the Gill Center for Biomolecular Science at IU Bloomington and Vincenzo Di Marzo's team at the Institute of Biomolecular Chemistry in Pozzuoli, Italy. Both teams study the endocannabinoid system, which is composed of receptors and signaling chemicals that occur naturally in the brain and have similarities to the active ingredients in cannabis, or marijuana. This neurochemical system is involved in a variety of physiological processes, including appetite, pain, mood, stress responses and memory.

Food consumption is controlled in part by the hypothalamus, a portion of the brain that regulates many essential behaviors. Like other important body systems, food consumption is regulated by multiple neurochemical systems, including the endocannabinoid system, representing what Mackie describes as a "balance of a very fine web of regulatory networks."

An emerging idea, Mackie said, is that this network is reset during obesity so that food consumption matches maintenance of current weight, not a person's ideal weight. Thus, an obese individual who loses weight finds it difficult to keep the weight off, as the brain signals the body to eat more in an attempt to return to the heavier weight.

Using mice, this study found that in obesity, CB1 cannabinoid receptors become enriched on the nerve terminals that normally inhibit orexin neuron activity, and the orexin neurons produce more of the endocannabinoids to activate these receptors. Activating these CB1 receptors decreases inhibition of the orexin neurons, increasing orexin A release and food consumption.

"This study identifies a mechanism for the body's ongoing tendency to return to the heavier weight," Mackie said.

The researchers conducted several experiments with mice to understand how this change takes place. They uncovered a role of leptin, a key hormone made by fat cells that influences metabolism, hunger and food consumption. Obesity causes leptin levels to be chronically high, making brain cells less sensitive to its actions, which contributes to the molecular switch that leads to the overproduction of orexin.

Samsung Galaxy Tab 3 announced, joins the Android tablet lineup with a 7inch screen


If an 8-inch stylus-enabled Galaxy Tablet wasn't your cup of tea, perhaps Samsung's new seven-inch model will hit your screen-size sweet spot. The Galaxy Tab 3 has gone official and the third iteration of the company's first Android tablet arrives with a dual-core 1.2GHz processor, 8GB or 16GB of storage (with expansion up to 64GB), a 3- and 1.3-megapixel camera array and a substantial 4,000mAh battery. That 7-inch WSVGA (1,024 x 600) TFT display suggests it's likely to be a keenly-priced slate, although we're still waiting to hear on specifics. Samsung's loaded up the Galaxy Tab 3 with Android 4.1 and says that the WiFi version will launch "globally" in May, while an incoming 3G model (no LTE at this point, but it'll be able to make calls) will follow in June.

Caught at border: Bangladesh factory owner arrested

The fugitive owner of an illegally-constructed building that collapsed in?Bangladesh in a deadly heap last week was captured Sunday at a border crossing with India by members of a commando force.

Mohammed Sohel Rana was arrested in Benapole in western?Bangladesh, just as he was about to flee into India's West Bengal state, said Jahangir Kabir Nanak, junior minister for local government. Rana was brought back by helicopter to the capital Dhaka where he faced charges of negligence.

Rana's capture by the Rapid Action Battalion brought cheers and applause when it was announced on a loudspeaker at the site of the collapsed building in the Dhaka suburb of Savar, where search and rescue operations were continuing through the night.

At least 377 people are confirmed to have died in the collapse of the 8-story building on Wednesday. Three of its floors were built illegally. The death toll is expected to rise but it is already the deadliest tragedy to hit Bangladesh's?garment industry, which is worth $20 billion annually and is a mainstay of the economy. The collapse and previous disasters in garment factories have focused attention on the poor working conditions of workers who toil for as little as $38 a month to produce clothing for top international brands.

Disheveled, sweating

Rana was presented before the media briefly at the commando force's headquarters in Dhaka. Wearing a printed shirt, an exhausted and disheveled Rana was sweating as two security officers held him by his arms. A security official helped him to drink water after he gestured he was thirsty. He did not speak to the media during the 10-minute appearance after which he was taken away. He is likely to be handed over to local police who will have to charge him and produce him in court within 24 hours.

A small-time politician from the ruling party, Rana had been on the run since Wednesday. He last appeared in public in front of his Rana Plaza on Tuesday after huge cracks appeared in the building. However, he assured tenants, including five garment factories, that the building was safe, according to witnesses.

A bank and some shops on the first floor shut their premises on Wednesday after police ordered an evacuation, but managers of the garment factories on the upper floor told workers to continue their shifts.

Hours later, Rana Plaza was reduced to rubble, crushing most victims under massive blocks of concrete and mortar. A garment manufacturers' group said the factories in the building employed 3,122 workers, but it was not clear how many were inside it when it collapsed. About 2,500 survivors have been accounted for.

On Sunday, rescuers were supposed to start using heavy equipment to drill a central hole from the top to look for survivors and dead bodies. But the operation was delayed after rescuers located a woman inside the building, and were trying to pull her out.

Army Maj. Gen. Chowdhury Hasan Suhrawardy, the coordinator of the rescue operations, said so far rescuers have been manually shifting concrete blocks with the help of light equipment such as pickaxes and shovels.

The next phase will involve manual efforts as well as heavy equipment, including hydraulic cranes and cutters to bore a hole from the top of the collapsed building, he told reporters.

The purpose is to "continue the operation to recover both survivors and dead bodies. In this stage, we have no other choice but to use some heavy equipment. We will start it within a few hours. Manual operation and use of small equipment is not enough," he said.

The work will be carried out carefully so as not to mutilate bodies, he said. All the equipment is in place, "from a small blade to everything. We have engaged many private sector companies which supplied us equipment, even some heavy ones."

Woman pulled out alive

In rare good news, a female worker was pulled out alive on Sunday. Hasan Akbari, a rescuer, said when he tried to extricate a man next to the woman, "he said his body was being torn apart. So I had to let go. But God willing, we will be able to rescue him with more help very soon."

On Saturday, police arrested three owners of two factories. Also under detention are Rana's wife and two government engineers who were involved in giving approval for the building design. Local television stations reported that the?Bangladesh?High Court has frozen the bank accounts of the owners of all five garment factories in the collapsed building.

Rana was a local leader of ruling Awami League's youth front. His arrest, and that of the factory owners, was ordered by Prime Minister Sheikh Hasina, who is also the Awami League leader.

The disaster is the worst ever for the country's booming and powerful garment industry, surpassing a fire five months ago that killed 112 people and brought widespread pledges to improve worker-safety standards. But since then very little has changed in?Bangladesh, where low wages have made it a magnet for numerous global brands.

Bangladesh's?garment industry was the third largest in the world in 2011, after China and Italy, having grown rapidly in the past decade. The country's minimum wage is the equivalent of about $38 a month.

7 million pieces a year

Among the garment makers in the building were Phantom Apparels, Phantom Tac, Ether Tex, New Wave Style, and New Wave Bottoms. Altogether, they produced several million shirts, pants, and other garments a year.

The New Wave companies, according to their website, make clothing for several major North American and European retailers.

Britain's Primark acknowledged it was using a factory in Rana Plaza, but many other retailers distanced themselves from the disaster, saying they were not involved with the factories at the time of the collapse or had not recently ordered garments from them.

Wal-Mart said none of its clothing had been authorized to be made in the facility, but it is investigating whether there was any unauthorized production.

Lolcat Federation

The Lolcat Federation is an empire with a simple purpose in mind. A nation of space-faring Lolcat's that can be taken seriously in a sci-fi environment.

The Federation
The Lolcat Federation extends to fifty eight individual colonised planets in different stages of Terraforming. Overall, the Lolcat Federation has been capable of space travel for over four hundred years. They are an industrious and militaristic nation with strong cultural backgrounds.

Government Structure
The Lolcat Federation has a tiered government structure that works its way from the bottom up. In the second month of the year votes are held to determine the City Council. In the fourth month of the year voting occurs again to select a State Council, if applicable. In the sixth month voting continues to determine the National Council. At ten months people vote for the Planetary Council, and at twelve months the leaders of all planets come together to choose the supreme council.

Each council consists of three representatives, one for each caste of the Lolcat Federation society (see society and culture).

City Council
The City Council deals with important details of day to day city life and ongoing issues throughout the year. They determine what gets developed or redeveloped, where city funding goes, maintains the outlying areas of the city and encourages cultural celebrations.

State Council
The State Council deals with inter-city matters, such as roads, goods and development or protection of large natural resources.

National Council
Often making the State Council unnecessary, the National Council oversee matters that effect the entire country including trade with other countries of goods, major laws and determining where the funding of the entire country is invested.

Planetary Council
The Planetary Council oversees the distribution of national resources, including imports from other planets. They are the ones responsible for the reactions to major disasters and for global policies eg. setting standards to prevent global warming.

Supreme Council
The Supreme Council deal with matters with other nations and the future direction for the Lolcat Federation. It is they who determine what planets are to be colonised and how to interact with other life.

Society and Culture
Lolcat's have a caste society determined from birth not by their status or wealth, but their genetics not all that dissimilar to bees. As a result, three defined castes define their role in life.

Leader Caste
Often attributed to their height, the Leader Caste are the most intelligent and the most physically developed in terms of hands. However only about one in twelve cats are born into the Leader Caste. These are the people who run the world, usually the politicians, generals or business owners. However they are notoriously also the first to refute an idea already established, often prideful and starkly contrasting the rest of their culture. The best of the Leader Caste are destined for greatness.

Worker Caste
While shorter and having paws instead of hands, the Worker Caste are the backbone of the Lolcat Federation. Two out of three Lolcats are born into the Worker Caste where they will be ensured a life of labour, either in the many industries or by joining the military. Usually humble and fun loving, the Worker Caste are definitely what keeps the Federation running. They are usually the most scruffy and wild looking.

Merchant Caste
The smallest of Lolcats are a part of the Merchant Caste, best at minding things for others or for themselves. It is often thought that due to their size they stake a large amount of personal investment in their reputation but remain humble about their work. These folk are often the interim between the Leader Caster and Worker Caster, and the most likely to end up fat with plenty of creature comforts.

Lawmakers: Syria chemical weapons could menace U.S.

WASHINGTON (AP) ? Syria's stockpile of chemical weapons could be a greater threat after that nation's president leaves power and could end up targeting Americans at home, lawmakers warned Sunday as they considered a U.S. response that stops short of sending military forces there.

U.S. officials last week declared that the Syrian government probably had used chemical weapons twice in March, newly provocative acts in the 2-year civil war that has killed more than 70,000 people and displaced hundreds of thousands more. The U.S. assessment followed similar conclusions from Britain, France, Israel and Qatar ? key allies eager for a more aggressive response to the Syrian conflict.

President Barack Obama has said Syria's likely action ? or the transfer of President Bashar Assad's stockpiles to terrorists ? would cross a "red line" that would compel the United States to act.

Lawmakers sought to remind viewers on Sunday news programs of Obama's declaration while discouraging a U.S. foothold on the ground there.

"The president has laid down the line, and it can't be a dotted line. It can't be anything other than a red line," said House Intelligence Committee Chairman Rep. Mike Rogers, R-Mich. "And more than just Syria, Iran is paying attention to this. North Korea is paying attention to this."

Added Sen. Saxby Chambliss, R-Ga.: "For America to sit on the sidelines and do nothing is a huge mistake."

Obama has insisted that any use of chemical weapons would change his thinking about the United States' role in Syria but said he didn't have enough information to order aggressive action.

"For the Syrian government to utilize chemical weapons on its people crosses a line that will change my calculus and how the United States approaches these issues," Obama said Friday.

But Rep. Jan Schakowsky, an Illinois Democrat, said Sunday the United States needs to consider those weapons. She said that when Assad leaves power, his opponents could have access to those weapons or they could fall into the hands of U.S. enemies.

"The day after Assad is the day that these chemical weapons could be at risk ... (and) we could be in bigger, even bigger trouble," she said.

Both sides of the civil war already accuse each other of using the chemical weapons.

The deadliest such alleged attack was in the Khan al-Assal village in the Aleppo province in March. The Syrian government called for the United Nations to investigate alleged chemical weapons use by rebels in the attack that killed 31 people.

Syria, however, has not allowed a team of experts into the country because it wants the investigation limited to the single Khan al-Assal incident, while U.N. Secretary-General Ban Ki-moon has urged "immediate and unfettered access" for an expanded investigation.

One of Obama's chief antagonists on Syria, Sen. John McCain, R- Ariz., said the United States should go to Syria as part of an international force to safeguard the chemical weapons. But McCain added that he is not advocating sending ground troops to the nation.

"The worst thing the United States could do right now is put boots on the ground on Syria. That would turn the people against us," McCain said.

His friend, Sen. Lindsey Graham, R-S.C., also said the United States could safeguard the weapons without a ground force. But he cautioned the weapons must be protected for fear that Americans could be targeted. Raising the specter of the lethal bomb at the finish line of the Boston Marathon, Graham said the next attack on U.S. soil could employ weapons that were once part of Assad's arsenal.

"Chemical weapons ? enough to kill millions of people ? are going to be compromised and fall into the wrong hands, and the next bomb that goes off in America may not have nails and glass in it," he said.

Rogers and Schakowsky spoke to ABC's "This Week." Chambliss and Graham were interviewed on CBS's "Face the Nation." McCain appeared on NBC's "Meet the Press."

MTV eyes TV series based on 'Scream' film franchise

LOS ANGELES (Reuters) - MTV has set its sights on turning the popular "Scream" horror film franchise into a television series, the U.S. cable network said on Thursday.

MTV said it has ordered a one-hour pilot episode and that producer Dimension Films is in negotiations with the franchise's director, Wes Craven, to direct the pilot.

The series is expected to air in summer 2014, said MTV, a unit of Viacom.

The film series, about a masked serial killer who stalks his victims, began in 1996, and it had follow-up instalments in 1997, 2000 and 2011.

Neve Campbell, Courteney Cox and David Arquette were the main stars of the cast over the course of the four films.

The franchise, which was praised for its satirical take on the slasher subgenre of horror films, has grossed more than $600 million worldwide, according to box office tracker Boxofficemojo.com.

Sales inch up 1 percent at French retailer Kering

PARIS (AP) ? Kering says revenues rose 1 percent in the first quarter of the year, unusually little growth for the French luxury and retail group whose Puma brand is struggling amid Europe's economic crisis.

The company, which is in the process of changing its name from PPR, has weathered the financial crisis well, as luxury brands like Gucci and Bottega Veneta prove impervious to recession. It has also sold off some retail labels.

But it has hopes for a turnaround at Puma, which appointed a new chief executive this month.

Kering said Thursday that its sales from continuing operations rose to 2.4 billion euros ($3.1 billion) in the January-to-March quarter, just off analyst expectations.

Sales at Puma were down 4.8 percent. They grew 4.5 percent, by contrast, in the luxury division.

Kerry seeks to boost Afghan, Pakistan ties

BRUSSELS (AP) ? U.S. Secretary of State John Kerry brought senior Afghan and Pakistani officials together Wednesday for security talks aimed at improving relations between the two nations ahead of next year's withdrawal of NATO combat forces from Afghanistan.

Kerry met Afghan President Hamid Karzai and Pakistani military chief Gen. Ashfaq Parvez Kayani at Truman Hall, the secluded estate on the outskirts of Brussels that is home to the U.S. ambassador to NATO. Kerry said as he opened the meeting that the talks were important, as Afghanistan is currently in a "critical transformational period."

The meeting lasted about three hours and included lunch and a stroll around the estate's manicured gardens, but apparently did little to ease the tension between Afghanistan and Pakistan as all sides try to lure the Taliban to peace negotiations.

"It's fair to say that there is a good feeling among all of us that we made progress in this dialogue. But we have all agreed that results are what will tell the story, not statements at a press conference," Kerry told reporters after the meeting.

"We have a lot of homework to do. We are not going to raise expectations or make promises that can't be delivered," he said, noting it was better to "under-promise but deliver."

Ties between Afghanistan and Pakistan have long been strained over links between Pakistan's security apparatus and the Taliban. The U.S. supports Afghan-Taliban reconciliation but Karzai has said the effort must have Pakistan's backing to succeed.

TUESDAY, April 23 (HealthDay News) ? White people with skin cancer that is not melanoma may be at greater risk for developing other forms of cancer, according to a new study.

Patients with basal cell carcinoma had a 15 percent greater risk than other people of eventually having another type of cancer, researchers found. Meanwhile, patients with squamous cell carcinoma had a 26 percent increased risk.

Although melanoma is more deadly, it is much less common than other types of skin cancer, according to the American Cancer Society.

In conducting the new study, researchers led by Dr. Jiali Han, an associate professor at Brigham and Women?s Hospital and Harvard Medical School in Boston, examined two large U.S. studies involving more than 51,000 male health professionals and nearly 122,000 female nurses. Among white participants, researchers identified more than 36,000 cases of non-melanoma skin cancer and more than 29,000 new cases of other forms of cancer.

When considering only non-melanoma skin cancers, the researchers found men with skin cancer had an 11 percent greater risk for other types of cancer. Women had a 20 percent higher risk.

More specifically, the study revealed women with non-melanoma skin cancer were at greater risk for melanoma, as well as breast and lung cancers. Men were at increased risk for melanoma.

Although the study found an association between having non-melanoma skin cancer and future risk for other cancers, it did not establish a cause-and-effect relationship.

?This prospective study found a modestly increased risk of subsequent [cancers] among individuals with a history of non-melanoma skin cancer, specifically breast and lung cancer in women and melanoma in both men and women,? the study authors wrote. ?Because our study was observational, these results should be interpreted cautiously and are insufficient evidence to alter current clinical recommendations.?

The researchers concluded that more research is needed to investigate the link between skin cancer and other forms of cancer.

The study appeared April 23 in the journal PLoS Medicine.

Stranglers break out of punk mould with classical and ballet

LONDON (Reuters) - For a band that thrives on taking risks, moving The Stranglers' music from the mosh pit to the orchestra pit was an easy decision.

The fact that the punk veterans, more used to fans thrashing around to their songs, are also working on a ballet based on of one their albums just adds to the spirit of adventure.

The Stranglers were named last week as among the line up of the 118-year-old BBC Proms, performing their music with the London Sinfonietta on August 12, as organizers aim to attract a younger crowd to Britain's largest classical music festival

Bassist Jean-Jacques Burnel, one of the group's founders, said he was "gobsmacked" when the BBC invited the band to join one of 92 events in the eight weeks of Proms concerts - some of the most sought after tickets in the London entertainment year.

"It has never been done before. I am still in adventure mode and anything that I haven't done is a box to be ticked," Burnel told Reuters in a pub by the River Thames, wearing black skinny jeans and dark sunglasses.

"I can't think of many more prestigious events in the world musical calendar," he said, adding it was yet to be decided which of the band's songs would be played at the event.

Burnel said band had always sought out risks and challenges since forming in 1974, releasing their debut album "Rattus Norvegicus" in 1977 and 16 others, as well as 23 hit singles such as "Golden Brown", "No More Heroes", and "Peaches".

BALLET MASH UP

He describes the ballet, based on 1981 album "The Gospel According to the Meninblack" as a mix of "Frankenstein with Madame Butterfly" - although it is still very much a work in progress and could take years to complete.

"We are entering uncharted territory here. Can you be an old punk? But while the creative juices are flowing anything is possible," said the 61-year-old.

Over the decades the band has come and gone from the spotlight, with a quiet period after original singer and guitarist Hugh Cornwell left in 1990. There has also been a few line-up changes.

The group now comprises Burnel and two other longstanding members, keyboardist Dave Greenfield and drummer Jet Black, who turns 75 this year and is often replaced by Jim Macaulay due to ill health. Guitarist Baz Warne joined in 2000.

Burnel said he was starting to think The Stranglers had reached the end of the line a few years ago.

But then the band enjoyed a resurgence in popularity, releasing their 17th album "Giant" last year and performing at a string of festivals - where the fans dancing right at the front in the throb of the speakers have changed as the band has aged.

"We have a loyal bunch of fans who have grown up with us and some more recently who have discovered us," said Burnel, hobbling on crutches after a knee operation.

"All the old punks with the baldy heads are being pushed to the back and the mosh pit is full of teenagers."

He said they had mellowed over the years, as has their sound from the growling aggression of the early punk years.

"We are not looking for punch-ups all the time. At one time we had an expression that 'truth is provocation' so we would just wind people up to annoy them," he said.

Do they have an expression now?

"Just survive another day," he said.

FIFA Twitter accounts hacked by Assad sympathizers

ZURICH (AP) -- Two of FIFA's Twitter accounts have been hacked in the latest wave of cyberattacks claimed by Syrian government sympathizers.

A series of corruption allegations were made on the accounts of FIFA President Sepp Blatter and the World Cup.

With soccer's governing body unable to regain control of either account, the media department confirmed by email that they had been hacked, saying: "We are looking at this issue at the moment."

The Syrian Electronic Army ? hackers sympathetic to Syrian President Bashar Assad ? wrote messages saying it had posted the tweets.

The group also recently claimed to have hacked the Twitter accounts of the BBC Arabic service and broadcaster Al-Jazeera.
