Intel details plans for Android chips at Mobile World Congress (Appolicious)

Computer chip maker Intel has Android on its mind. The company, famous for making processors for PCs, has plans for high-powered chips that will make their way into Android devices through 2014.

The company showed off its road map at a presentation at the Mobile World Congress in Barcelona, Spain, this week. It talked about what the future will look like for Intel chips in mobile devices, and that future is looking small. Intel?s current chip architecture, the Medfield Atom Z2460 that?s coming to Motorola and Lenovo phones this year, measures 32 nanometers. Next year, it?ll be down to 22nm; by 2014, Intel intends to cut its chip down to 14nm (the theoretical limit to how small silicon chips can be is 10nm). In other words ? really, really small.

The Verge reports that Intel?s speed at cutting down its chip size puts it on pace to create some pretty powerful little chips. The more space is saved by Intel cutting down its processors, the more power the chip maker could conceivably pack into Android devices. If it can half the space it takes to deliver the power behind the Medfield Atom, that means it can effectively double the power of the chip in the same space it currently devotes to it.

Intel didn?t reveal too many technical details about its upcoming chips at the conference, though the chip maker is usually pretty open about such things. In terms of the mobile market, though, Intel said the space is highly competitive and moving fast. That suggests that Intel doesn?t want to say much because other companies might be listening. Intel probably thinks that rolling out plans for smaller, more powerful chips is likely to shake up other mobile device makers including Samsung and Apple. The company also said it has the factories set up to start working at full capacity on both PC chips and mobile ones, signaling that Intel could become a big player in mobile, just as it has been in PC.

It?s always good to hear about increased competition, especially with Intel preparing a longish-term strategy for mobile devices. Hopefully that will push other device makers to create powerful and affordable chips in order to keep up with Intel. This will mean even more options for new mobile devices that push the envelope of what phones and tablets are capable of delivering.

Obama hails auto bailout, hits back at GOP critics

(AP) ? President Barack Obama proudly embraced his auto industry bailout Tuesday, telling a raucous labor audience that assertions by his Republican presidential challengers that union members profited from taxpayer-paid rescue are a "load of you know what."

Obama delivered a politically sizzling and staunchly pro-union speech to the United Auto Workers just as voters in Michigan, a center of auto manufacturing, went to the polls to cast their ballots in the state's Republican nominating contest.

In a campaign style setting, union president Bob King praised Obama as "the champion of all workers" who "saved our jobs and saved our industry," an introduction that elicited chants of "Four more years!" from a crowd estimated at about 1,700 UAW members.

The speech was part of an Obama strategy to steal some of the political limelight from Republicans on the same days that states hold their GOP primary votes or caucuses.

In highlighting the auto industry's comeback, Obama drew a distinct contrast with Republican presidential candidates such as Mitt Romney and Rick Santorum, both of whom have said they would not have used government money to save General Motors and Chrysler.

Obama's speech came as auto sales are surging, on a pace to exceed 14 million this year. Auto makers and parts companies added more than 38,000 jobs last year, with industry employment averaging 717,000 for 2011. And automakers have announced plans to add another 13,000 jobs this year.

Romney on Sunday said Obama favored the UAW in the bailout and that the president was "paying off the people that supported him."

Obama did not mention the Republican presidential contenders by name, but he left no doubt they were his targets.

"You've got folks saying. 'Well, the real problem is, what we really disagreed with was the workers, they all made out like bandits; that saving the American auto industry was just about paying back unions,'" Obama said. "Really? Even by the standards of this town, that's a load of you-know-what."

He noted that under the agreement to use taxpayer money to save GM and Chrysler, union members had to agree to reduced wages and that thousands of retirees saw reductions in their health care benefits.

"But they're still talking about you as if you're some special interest that needs to be beaten down," Obama said.

Despite the not-so-veiled references at Republican presidential contenders, the White House insisted Obama's remarks were not a political campaign speech, but rather a policy address about the state of the auto industry.

"These are substantive policy issues that affected hundreds of thousands, even millions of Americans," White House spokesman Jay Carney said. "And they're very worth speaking about, as president."

The Republican Party weighed in, doubling down on the claim that in authorizing the bailout Obama was simply doing the bidding of labor. "This is an insider deal for his union cronies who got billions in bailout money and are now backing Obama's re-election campaign," said Kirsten Kukowski of the Republican National Committee.

In his speech, Obama cast himself in heroic terms, saying he ran to "make the tough calls and do the right thing no matter what the politics."

In fact, Obama was not alone. Before Obama took office, President George W. Bush, faced with a reluctant Congress, directed more than $17 billion in emergency loans to GM and Chrysler in his final weeks in office. Bush demanded that the companies reduce their debt, negotiate wage and benefit cuts with workers and submit plans to achieve long-term viability.

In a veiled shot at Romney, Obama also said some critics wanted to "let Detroit go bankrupt." But Romney never used that phrase, though it was the headline on a November 2008 opinion piece he wrote for the New York Times. In that opinion piece, Romney called for a managed bankruptcy that would restructure the companies by letting them "shed excess labor, pension and real estate costs."

In his article, Romney added: "The federal government should provide guarantees for post-bankruptcy financing and assure car buyers that their warranties are not at risk."

The president sought to portray himself as a longtime ally of labor, recalling his days as a community organizer working with steel workers who had been laid off when their plants shut down.

"That still drives me today," he said, reiterating a line he uses in political campaign events. "So I'll promise you this: as long as you've got an ounce of fight left in you, I'll have a ton of fight left in me."

Obama also announced that his administration will crack down on unfair trade practices worldwide, a popular theme with labor and a counterpunch to Romney's tough-on-China rhetoric. Obama was signing an executive order creating an Interagency Trade Enforcement Center.

The office will expand the administration's ability to challenge unfair trading practices in China and elsewhere and coordinate enforcement activity across several U.S. government agencies. Obama's most recent budget proposal asks Congress for millions of dollars for the new enforcement center and more U.S. inspectors in China.

Ultra-fast outflows help monster black holes shape their galaxies

ScienceDaily (Feb. 27, 2012) ? A curious correlation between the mass of a galaxy's central black hole and the velocity of stars in a vast, roughly spherical structure known as its bulge has puzzled astronomers for years. An international team led by Francesco Tombesi at NASA's Goddard Space Flight Center in Greenbelt, Md., now has identified a new type of black-hole-driven outflow that appears to be both powerful enough and common enough to explain this link.

Most big galaxies contain a central black hole weighing millions of times the sun's mass, but galaxies hosting more massive black holes also possess bulges that contain, on average, faster-moving stars. This link suggested some sort of feedback mechanism between a galaxy's black hole and its star-formation processes. Yet there was no adequate explanation for how a monster black hole's activity, which strongly affects a region several times larger than our solar system, could influence a galaxy's bulge, which encompasses regions roughly a million times larger.

"This was a real conundrum. Everything was pointing to supermassive black holes as somehow driving this connection, but only now are we beginning to understand how they do it," Tombesi said.

Active black holes acquire their power by gradually accreting -- or "feeding" on -- million-degree gas stored in a vast surrounding disk. This hot disk lies within a corona of energetic particles, and while both are strong X-ray sources, this emission cannot account for galaxy-wide properties. Near the inner edge of the disk, a fraction of the matter orbiting a black hole often is redirected into an outward particle jet. Although these jets can hurl matter at half the speed of light, computer simulations show that they remain narrow and deposit most of their energy far beyond the galaxy's star-forming regions.

Astronomers suspected they were missing something. Over the last decade, evidence for a new type of black-hole-driven outflow has emerged. At the centers of some active galaxies, X-ray observations at wavelengths corresponding to those of fluorescent iron show that this radiation is being absorbed. This means that clouds of cooler gas must lie in front of the X-ray source. What's more, these absorbed spectral lines are displaced from their normal positions to shorter wavelengths -- that is, blueshifted, which indicates that the clouds are moving toward us.

In two previously published studies, Tombesi and his colleagues showed that these clouds represented a distinct type of outflow. In the latest study, which appears in the Feb. 27 issue of Monthly Notices of the Royal Astronomical Society, the researchers targeted 42 nearby active galaxies using the European Space Agency's XMM-Newton satellite to hone in on the location and properties of these so-called "ultra-fast outflows" -- or UFOs, for short. The galaxies, which were selected from the All-Sky Slew Survey Catalog produced by NASA's Rossi X-ray Timing Explorer satellite, were all located less than 1.3 billion light-years away.

The outflows turned up in 40 percent of the sample, which suggests that they're common features of black-hole-powered galaxies. On average, the distance between the clouds and the central black hole is less than one-tenth of a light-year. Their average velocity is about 14 percent the speed of light, or about 94 million mph, and the team estimates that the amount of matter required to sustain the outflow is close to one solar mass per year -- comparable to the accretion rate of these black holes.

"Although slower than particle jets, UFOs possess much faster speeds than other types of galactic outflows, which makes them much more powerful," Tombesi explained.

"They have the potential to play a major role in transmitting feedback effects from a black hole into the galaxy at large."

By removing mass that would otherwise fall into a supermassive black hole, ultra-fast outflows may put the brakes on its growth. At the same time, UFOs may strip gas from star-forming regions in the galaxy's bulge, slowing or even shutting down star formation there by sweeping away the gas clouds that represent the raw material for new stars. Such a scenario would naturally explain the observed connection between an active galaxy's black hole and its bulge stars.

Tombesi and his team anticipate significant improvement in understanding the role of ultra-fast outflows with the launch of the Japan-led Astro-H X-ray telescope, currently scheduled for 2014. In the meantime, he intends to focus on determining the detailed physical mechanisms that give rise to UFOs, an important element in understanding the bigger picture of how active galaxies form, develop and grow.

What the probation officer didn?t know was that the client was already in rehabilitation in Hennepin County.

The ALF paralegal team, Haley and Rosanna, jumped into action, calling the probation officer and Pine County court. Eventually they convinced the judge in Pine County to quash the warrant. If the warrant hadn?t been quashed, the client would?ve been unnecessarily shipped all over the state, wasting taxpayer dollars in the process.

Haley and Rosanna recognized the mess that would?ve resulted and fixed the problem swiftly.

Public affairs professionals in the Wisconsin National Guard garnered nine top awards, including five first-place awards, in the National Guard Bureau's 2011 Media Contest.

At Ease Express, the official publication of the Wisconsin National Guard, was named the National Guard's best web-based publication for the second straight year. In 2009 it took second place at the National Guard level, but advanced to take first place in the Army and Department of Defense competitions.

WisGuard Live, a command blog which launched in 2011, also took first place. Sgt. Tyler Lasure of the Wisconsin Army National Guard's 112th Mobile Public Affairs Detachment, took first place for his story on two Wisconsin Guard members who competed in the Boston Marathon. Tech. Sgt. James Michaels of the 128th Fighter Wing Public Affairs Office was named "Outstanding New Broadcaster" in the Air National Guard, and also earned a first place for his television sports report on Capt. Jason Parks.

Tech. Sgt. Sarah Franzen of the Wisconsin National Guard Public Affairs Office received a second place award for a video segment in the "I Am the Wisconsin National Guard" series. 1st Sgt. Vaughn R. Larson took second place for a story and photo from the 2011 Rhythm and Booms celebration.

Tech. Sgt. Jon LaDue of the Wisconsin National Guard Public Affairs Office received a third place award for his WisGuard Live blog commentary on motorcycle safety. Tech. Sgt. Tom Sobczyk of the 128th Air Refueling Wing Public Affairs Office also took third place for graphics illustration with a Red Ribbon poster.

"I couldn't be prouder of the Wisconsin National Guard Public Affairs team," said Maj. Gen. Don Dunbar, adjutant general of Wisconsin. "They have led the transition to the digital age while preserving a legacy of excellence in media professionalism."

The National Guard Bureau Public Affairs Office received more than 800 entries from 44 states. Top finishers will advance to the Army and Air Force level contests.

'Fairly Legal' Season 2 Preview: New Faces, New Dynamics and ...

Fairly Legal returns for its sophomore season on Friday, March 16 at 9 p.m. on USA Network and the often unpredictable -- and unorthodox -- mediator, played by Sarah Shahi, will have to work her way back up to the good graces of those around her. (In last season's finale, Kate was fired from her job.) Think that's easy enough of a task? Think again.

In an exclusive sneak preview to The Hollywood Reporter of season 2, new trial lawyer Ben (Ryan Johnson) proves to be a thorn on Kate's side, who meet innocently at a bar at the start of the new season. "Do you believe in fate," a suave Ben asks Kate. "Wow, was that a line," she fires back. "I do believe in fate and I believe she's a fickle bitch."

Unbeknownst to the two of them, they're forced to work together at San Francisco law firm Kate's father founded. When they find out they'll have to tolerate each other, Ben retorts: "You fickle bitch." If that's a hint of what's to come between the two peas in a pod, season 2 looks to be explosive. (Case in point: One comedic scene where Kate throws Ben's phone into the bay.)

And who knew Kate and Lauren (Virginia Williams) may actually see eye to eye for once?

Was speeding neutrino claim a human error?

Speedy neutrinos? Not so fast. The shocking result that neutrinos apparently travelled from Switzerland to Italy faster than the speed of light may have been due to a malfunctioning fibre-optic cable, says OPERA, the Italian collaboration of physicists that made the first, surprising claim.

"If the mistake is confirmed, it was clearly due to a human error," says Luca Stanco, one of 15 members of the 160-strong OPERA collaboration who did not sign their names to the initial report of the results because they considered it too preliminary. "I tried to say, please be more careful," he adds.

The faulty cable suggestion is one of two possible problems with the initial result that OPERA (Oscillation Project with Emulsion-tRacking Apparatus) flagged today. The other would mean the neutrinos travelled even faster than initially thought.

The physicists of the OPERA collaboration shocked the world last September when it reported that neutrinos from a particle accelerator at CERN near Geneva, Switzerland, arrived 60 nanoseconds earlier at their detector in the Gran Sasso cavern in Italy than they would have if they had been travelling at the speed of light.

The result flew in the face of Einstein's theory of special relativity, which holds that nothing can accelerate beyond the speed of light. A particle violating that limit would be difficult to square with a century of experiments that have upheld the rest of the theory's predictions.

Neutrino timing

In September, the team said it had spent three years chasing every possible source of error they could think of. It even reran the experiment in November with an improved beam line. The result stuck ? but now it looks like it may actually be too good to be true, as many physicists expected.

"The OPERA collaboration has informed its funding agencies and host laboratories that it has identified two possible effects that could have an influence on its neutrino timing measurement," says a statement on CERN's website. "These both require further tests with a short pulsed beam. If confirmed, one would increase the size of the measured effect, the other would diminish it."

The first effect concerns "an oscillator used to provide the time stamps for GPS synchronizations". It could have led to an overestimate of the neutrino's time of flight, according to the OPERA statement. In other words, in this scenario, the neutrinos would have actually travelled even faster than OPERA initially reported. "We are not fully sure of the stability of the timing," says Stanco.

The second possibility suggests that neutrinos did not travel faster than light, as many physicists already suspected. It involves a cable connecting a GPS receiver to a computer above the Gran Sasso lab. The GPS signal was meant to ensure the clocks in Geneva agreed with the clocks in Gran Sasso, but its time stamp had to travel 8 kilometres from the surface to the underground lab. The team at OPERA had to subtract that signal's travel time from their final result to get the true neutrino flight time.

State unknown

The cable connecting the GPS receiver to the computer that sent the timestamp to Gran Sasso may have been malfunctioning when the measurements were performed, introducing 60 nanoseconds of delay. If it was, it would have made the neutrinos appear to arrive 60 nanoseconds too early.

"After the release of the result, OPERA rechecked the parts of the system. It turns out we didn't have the right answer from this connector," says Stanco. "It is not clear what the state of the connector was when the data was collected," he adds.

The next step is to rerun the experiment with the connector working properly ? something that will be done in May when CERN can provide a beam of neutrinos, says Stanco.

Which result is more likely? Stanco's personal belief is the second, cable explanation ? because it fits with scientific expectation. But he admits that "the reality may be different". "I think we should distinguish between our beliefs and the results of our experiments," he says.

In the light of a possible mundane explanation for the startling result, was OPERA too quick to announce its result in September? "I was against the publicity from the beginning," says Stanco. "In physics, mistakes happen. What matters is to be able to recognise them."

CERN defends its decision to host a symposium in which OPERA announced the result. "It is the normal order for any scientific process," says Arnaud Marsollier of the CERN press office. "Even in September, we were very cautious in saying this is not a discovery, this is something that is not understood and that we want to check again."

Einstein safe

CERN spokesperson James Gillies cautions that the real answer still isn't known. "There's a possible explanation, but we will not know for sure until further tests have been made with the beam," he says.

Google 'Seaview' gives you underwater reef tour

An underwater variant of the Google Street View service will from today begin giving web users an unprecedented photographic tour of Australia's Great Barrier Reef ? and another reef in Bermuda will soon be getting similar treatment.

Called the Catlin Seaview Survey, the project is a joint venture between Google, the University of Queensland and their sponsor, a multinational insurance firm called the Catlin Group. Part science project and part public outreach, the aim is to learn as much as possible about the reef's state of health from a panoramic underwater photographic and video survey ? and let the rest of us enjoy the reef's untrammelled beauty online.

"For the first time in history, we have the technology available to broadcast the findings of an expedition through Google. Millions of people will be able to experience the life, the science and the magic that exists under the surface of our oceans," says the survey's chief scientist, Ove Hoegh-Guldberg of the University of Queensland in Brisbane.

Triple choice

So far, only a few sample, limited surveys have been undertaken. These are now online and viewable at seaview.org. The project proper kicks off in September, when three surveys begin at 20 points around the 2300-kilometre long reef. Footage from each site will be posted online as the surveys progress.

These comprise a shallow reef survey using a 360-degree camera on a motorised diver-pulling underwater "scooter", a deep reef survey ploughing the depths between 30 and 100 metres using robotic submarines, and a megafauna survey studying the migratory behaviour of tiger sharks, green turtles and manta rays as seawater temperatures increase.

To give deskbound divers a 360-degree view on the web, the camera work is a real challenge, says Richard Vevers, founder of Underwater Earth, the group handling the diving, submarine robots and all camerawork for the survey.

"Issues with water clarity, low light conditions and light distortion underwater called for a very different camera set-up to Street View. The development of the camera has been carried out independently from Google using underwater photography specialists. The result is a very different panoramic camera," says Vevers.

Multiple angles

One camera uses four SLR cameras with extreme fish eye lenses shooting simultaneously to give the full 360-degree image. One of the cameras on the scooter points directly downwards, photographing the surface that the reef is growing from as it travels along.

For those who don't want to steer around a panoramic web page, there are also plans for video capture at each reef location for screening on YouTube ? where a bespoke channel is being developed by Google.

"We are also already looking into a 360-degree panoramic video version of the camera, however due to the extremely high volume of data that this involves, further developments are needed in technology before this information could be made accessible online," says Vevers.

LONDON (AP) ? Dereck Chisora apologized "wholeheartedly" Monday for the brawl with David Haye that followed his loss to WBC heavyweight champion Vitali Klitschko.

Haye blamed Chisora for the clash that followed his fellow Londoner's defeat in Munich and the beaten challenger has acknowledged that the violence at the post-bout news conference marred the biggest night of his career.

"Whilst my behavior was inexcusable, there were many things that went on behind the scenes that ultimately caused my frustrations to boil over," Chisora said. "Despite all of this, the bottom line is I have let my family, my team and ? worst of all ? the sport I love down.

"I acknowledge that my actions were totally unprofessional, with or without provocation. Now, with a cool head and the benefit of hindsight, my actions at the weekend were regrettable to say the least and I am deeply embarrassed."

Chisora, who was questioned for seven hours by German police and is being investigated by the British Boxing Board of Control over the incident, did not say what provoked him to descend from the top table and confront Haye.

Former WBA champion Haye had been at the news conference trying to taunt Klitschko into agreeing to a bout later this year. Haye also waved three fingers at Chisora, indicating that his compatriot had just suffered the third loss of his 18-fight professional career.

"I cannot go into the specific details at the moment as, quite rightly, the British Boxing Board of Control will be investigating this matter," said Chisora, adding that he was struck by a bottle during the brawl.

"I have a duty as a professional boxer to conduct myself properly at all times, especially with boxing being a sport of controlled aggression. I have let lots of people down on Saturday night, including myself, and for that I am truly sorry."

German police released Chisora without charge and want to speak to Haye, who left the country before being apprehended but released a statement Monday in which he alleged that Chisora and his entourage were wholly to blame.

"Chisora climbed down from the top table, removed his robe and then walked towards me, entourage in tow, in an aggressive manner," Haye said. "I held my ground, but unfortunately he caused a serious disturbance to occur, something which threatened to damage the reputation of the sport we both love."

Haye said he was at the bout as a commentator and had only become involved in the news conference dialogue by Klitschko's manager, Bernd Boente.

"(I) have been thinking about what happened ever since, as well as replaying the incident many times via YouTube," Haye said. "I am bitterly disappointed to have been a part of what transpired on Saturday evening.

"I realize I am no angel and don't mind a bit of professional trash-talk to help raise boxing's profile, but during my 21 years in the sport I have never been involved in or even witnessed such a serious fracas."

Boente told Sky Sports News that he had turned down a request from Haye's camp for ringside seats and that his fighter was not interested in being part of a comeback by Haye.

Chisora will appear before British boxing's governing body on a misconduct charge Wednesday but the BBBC cannot take action against Haye because the Londoner retired last year after a defeat to Klitschko's younger brother, Wladimir.

Haye has since decided he wants to return to the ring to fight Vitali Klitschko but would need to apply to the BBBC for a license.

Chisora slapped Klitschko at Friday's weigh-in and spat water in the face of Wladimir Klitschko before the fight.

The body is looking into his behavior "prior, during and after his contest," BBBC General Secretary Robert Smith said in a statement. "A further statement will be issued once the stewards have decided on what action will be taken."

Chisora taunted Haye about losing the WBA belt to Wladimir Klitschko in July, leading to a heated exchange before the pair came to blows. Haye also fought with members of Chisora's entourage, and his coach, Adam Booth, was bleeding from a cut on his head.

Booth said Monday he did not know what he had been hit with.

He told Sky Sports News that Haye would be "more than happy" to speak to German police if contacted and denied rumors that the brawl had been staged as a publicity stunt.

"I didn't get that memo," Booth said. "If I did, I might have ducked."

Haye said he would assist the BBBC but did not say whether he would return to Munich to speak to police.

Chisora faces a possible charge of simple assault in Germany. His coach, Don Charles, also faces a charge of assault for his involvement in the melee. The pair have returned to England.

Munich police spokesman Werner Kraus said several legal obstacles need to be resolved before a warrant could be issued for Haye's arrest.

"The criminal police are still investigating. If they decide to take it further, they will have to present the case to the state prosecutor for review," Kraus said. "Eventually the state prosecutor could decide to ask, in this case the British police, for help.

"But ultimately only the state prosecutor can make that decision."

Haye could face charges of simple assault and grievous bodily harm.

A conviction for assault carries a possible prison term of up to five years, while grievous bodily harm could lead to a 10-year sentence.

Wladimir Klitschko said Monday he was "shocked and deeply embarrassed" by Chisora and his team.

He said "these kinds of actions ... must be stopped, otherwise the sport of boxing is going to go down the hill fast."
